For Level 17.
In blind playtests, the main complaint about "Drown, Captain Crackers!" was that the crew's objectives should be to recapture the Captain's control room, rather than just to survive for a number of rounds. This would mean, they suggested, that the control room initially be barricaded with sandbags and water which the crew would have to breach without drowning themselves. The rules were somewhat confusing for one playtester. The other, more seasoned, had less trouble.
We (three designers) are inclined to rethink the game as semi-cooperative, one player as the evil Captain, others as crew members with different abilities. A pdf version of the following rules is here: DrownCaptainCrackers.pdf
